Are we no longer allowed to leave feedback for buyers?

I had a sale come through, printed the label, and uploaded tracking. Went to leave feedback and there's no transaction awaiting feedback. Did something change?

How long does support take to reply?

I just noticed in the most recent blog that having a phone number in the seller settings basic info section authorizes Bonanza to give out your phone number. I thought the phone number was for Bonanza only, not for them to give out to buyers. So ...
