I agree that it looks like a shoemaker’s tool. See this group that I sold. Had a hard time finding out what they were! I bought them (used) originally for my late husband, thinking they were leather working tools.

I am not sure, but here is my take on [URL removed]
I believe it was used to “uncurl” the
tack tips inside a home resoled shoe.
In the olden days a new sole was tacked on an old shoe
home repair.
An iron shoe form was inserted into the shoe so the
tacks would “curl” over and not stab your foot.
You would reach inside the shoe with this thing,
catch the tack with the notch, and use the bent item
for leverage to pry up and uncurl the end of the tack,
then pull the tack out from the bottom.
Now; tack another sole on.
