I have had these before, and they are decorative mini rug beaters. I have sold them from 3 to 5.00 each.

These could also be used as accessories for dolls. Schoenhut doll collectors like to use items like this to accessorize the household vignettes where their dolls are cleaning, ironing, etc.

I believe they are a decorative interpretation of a wire rug beater.
Made not for rug beating, but as country/folksie decor items.
If you were to beat rugs with them, you’d beat them out of shape.

The rug beater we had when I was a kid was much larger (3 to 4 feet long), had heavier wire, and had a similar but more substantial handle – you want to get away from the cloud of dust you’re creating. They look decorative to me.
