I shipped an item to the buyers address as directed in the order and on their paypal account. The buyer is now messaging me demanding a refund/replacement saying it was shipped to the wrong address and gave me a PO box to ship to instead. We shipped to the correct address on the order file and the item shows delivered so I am not sure what to do here we did our part with the order.

Did he give PO after item was shipped??
Tell buyer that tracking shows item delivered…Ask buyer to check delivery address or neighbors to see if can find package…you or the buyer can also go to PO to see if any further information on delivery can be obtained
As long as you shipped to PayPal address and it shows delivered PP will side with you…
but how you wish to handle the situation is totally up to you….

Once I had a buyer that forgot she did not change her address. Both eBay and Paypal showed this address.
The only way she caught it is that I always copy the address into the email. This way, if something is wrong with it, they will see it…as long as they open the email…but at least I’ve also emailed her with the address in it and I guess this is a back up on covering my butt.
The address is pasted right at the top of the email….and then I begin the blurb thanking them for their purchase.
What you say sounds like she may have forgotten to change her address. I personally would not give her a refund…maybe a discount on a future purchase if you have room in your price point for this…but if not, I’d let her know you cannot give a refund…word it how you want and move on.

I agree with the others.
Tell her to check with family and neighbours, in case someone else collected it and forgot to mention it.
You shipped to the address SHE gave; so you’re good there. Tell her if and when it is returned in salable condition, you will refund. You cannot be held liable if the recipient at an old address (if that’s the case) keeps it.
Good luck. It’s never pleasant, but it’s not YOUR fault or responsibility.

I had someone once forward the item and then claim the item was never received. It showed the forwarding, at least on my end.
I later learned this is a common scam for those customers who are dishonest.
I didn’t point out that my tracking history said the item was forwarded at customer request, but I did tell her that the item was shipped to the correct address as shown on the account she purchased from and, furthermore, it was signed for by someone at the front office of where the item was forwarded to (I left out the word ‘forwarded’ so as not to let her know that I caught on to her scam).
No more was made of this She didn’t file a complaint with the selling platform. I think she just thought I might roll over and give her the item for free.
Another time I had a customer forget to change her address after she and her husband separated. She didn’t realize this until a couple days after I shipped the item. I told her that there was nothing I could do for her, but it would probably be forwarded if she, prior, put a change of address when she had moved out.
I heard nothing more from her.
I think you shouldn’t give the persona an discount or FREEBIE on this. She might just be scamming, but best case scenario is she’s expecting you to pay the price for her mistake.
