Received an international order. The package weight will be 4 pounds to Spain. It is a multiple item order but the total cost of the items is under $20. Trying to edit the invoice to include shipping but I can’t because it seems I’m limited to a total shipping charge of no more than 30% of the total charge or $15. This just isn’t possible. The shipping charge is over $50. While it’s doubtful the buyer would even be interested in such a high shipping charge, I’m certainly not inflating the charge…I guess I’ll just have to cancel the sale/decline the offer. Any thoughts?

I suggest you will contact the buyer and inform about the shipping charges with benefits for a buyer like you will receive quickly etc. After receiving the reply from buyer then you will decide to cancel the order or not.
