Ceramic dish...whats it's use & id help

Any thoughts on what this dish(?) was made for? Trinket/What Nots Holder(?)
Ashtray(?)
Black Cat is attached.
measures approx 5.5″ × 4.5″
Number on the bottom (1184A) makes me think it’s some “made in Japan” item.
What do you think?

Looks purely decorative and a good choice for Halloween or any one who collects cat stuff. No clue on the numbers.

I think I’ll list it as an “either/or”, catch all dish/ashtray.

Thinking back, do you think 50’s/60’s would be a good guesstimate on age?
I’m guessing that because of the rhinestone eyes.

Also, any thoughts on the numbers on the bottom? Made in Japan??

I think that it resembles some of the Lefton black cat items with rhinestone eyes. Lefton had much of its items made in Japan and marked with the gold number stamps. Also had foiled labels with logos, but these end up missing on many pieces.

I don’t have a Lefton book to check it out, but it would be a place to start your search for the ID.
