I believe these were very popular in the 60’s and 70’s to wear with your scarf. They are coming back into style.

That is a bolo tie, not for scarfs. One suggestion, your picture was very dark and hard to see details. There is a free picture program on Google called Picasa. If you download that and use it for your pictures you should get a better look. On Picasa you can click one button to optimize picture quality. It is a great program.
