How do i get a refund for an unused (erroneous) shipping label?

I had to print a second, correct label, so now I've paid twice for shipping. Since I don't charge my customers for shipping, this takes a chunk out of my already slim profit. Thank you in advance.

Does the minimum fee apply to your order on an item by item system or to the order as a whole? For example if i have an order for 6 items totaling 30,00. Does the fee minimum apply to each item or on the order as a whole?
