New usps prices question

I have a question that maybe somebody can clear up. Am I reading the new price sheet right that Tracking is free for Domestic Retail First Class, Priority, etc? Like if I was shipping a domestic first class parcel retail price, and it was 6 oz, would the total price be $3.14 or would it be $3.14 + $1.05(what tracking was)=$4.19? Did I miss a new tracking price somewhere, lol? Thanks for any help :) Here’s the link

USPS first class mail includes tracking.

It has included delivery confirmation, since Jan 2014 update (may have been mid 2013) for first class parcels with online services (such as purchasing through paypal) and online prices for 6 oz package is $2.35 (which went up from $2.25 on June 1) with free tracking

There is no charge for tracking (Delivery confirmation) on Priority, standard or FC mail anymore or Media Mail

If you have been paying $4.19 for the last year and a half…you really should use the shipnow at paypal
