I would like to set up 3 flat rate shipping prices – USA, Canada and the rest of the world in a shipping profile. This doesn’t seem to be possible, though. Am I missing something, or are only 2 levels possible?

when doing a listing from scratch…there is limited set up for international shipping..
To set up different flat rates for different international locations use the Batch Edit
Click on Shipping tab
over to the right, Add additional shipping services…
Do the first step to clear anything that may cause an issue, when you set up or imported any listings

Do this for each area you wish to set up if the prices will be different
