Why does my item not post unless i choose international shipping?

When creating a post, the system only calculates my listing as 80% complete, unless I choose international shipping. Then, it seems to only actually post the listing visible for sale afterwards. If I do not choose international shipping, I cannot find my post.

I don’t have the answer to your question, but I did notice that you have not specified a shipping type to the US which you really need to do.

Mine are always like that because I don’t accept international shipping. But you do have to specify what shipping preference you will use.
