Buyer has changed shipping locations and I need to change the freight on the invoice I sent and I can’t see how to do that

You will probably have to cancel the invoice and make another, if it has already been sent.
Usually listings, once sold, or invoices once sent to a buyer (unless it is an OBO in negotiations) cannot be changed to prevent any problems if there is a dispute in the future
I would notify the buyer that due to changes in location, the first invoice will be cancelled and a second will be sent.
The other option is (if the charges are more than original) would be to send a second invoice for the difference.
