Muzzle loaders are defined by the ATF as relic curios and are not a firearm. Sales of whole or parts of muzzle loaders have no federal restrictions.

I dont know but even if Bonanza allows it, Google may flag the word “bullets” and your listing may not be seen in google shopping.

Bonz is very particular on what can and cannot be sold. I tried to sell a decorative antique keychain but got flagged (Multi times) because it had a
knife as well as a can opener and file in it and they say no knifes.
The thing is the knife was so dull that it probably could not even be used
for a letter opener. It was the old key chain it was with that was decorative.
You would think I was selling a WMD.
Because of this, I believe my booth is now on double secret probation
as well as when I respond to questions here. They are watching me now.
So dont press the issue.

I did find one muzzleloader “handgun” for sale on Bonanza (I bet that seller will see an uptick in views), so if they do or don’t allow muzzleloaders they should be consistent. While there are no federal regulations, some states regulate their use which may be enough to make them prohibitive on Bonanza. Bullets, for same, I don’t know.

E-Bay doesn’t even allow ammunition-making material, like shotgun shells. Etsy does, though. Some websites want to cover their tushies. I can understand that.
