Buyer pays shipping setting keeps defaulting to more expensive priority option

If I check “Let buyer select service and pay label cost” on USPS Shipping, it defaults to Priority which is, at times, nearly twice the amount as parcel rates. Is this a glitch or something in my settings? Or does it depend on the weight of the item? I don’t do free shipping, but if the most expensive option is all the buyers have, this will severely impact my sales as a lot of what I see are hard goods/home decor. Thanks for any help!

When I check your items it shows USPS Retail Ground. It has to do with the buyer’s location. If the buyer is close than it has to go priority.

Thank you, but how would it know where the buyer is if it hasn’t been purchased yet? I noticed it didnt do this on all weights too. Im confused. lol..
