It is used, and in excellent condition, with no chips or cracks, and very little sign of wear. The bell is titled Saying Grace, and is dated 1976. It was made in West Germany. The bell is 7" tall including the handle, and 3.5" in diameter, and is a bit dusty so it will need a little cleaning.
