The 3 wires allow you to use a ground wire, although most lighting situations won't require one, in which case just clip the green wire and leave it unused. The main point is that this is a round cord, which lets you use it for certain purposes that typical flat 2-wire won't work, such as a pulley fixture or a retractable trouble light cord, or you just need that rounded look!
