Has elastic in the waist but the belt is missing. Can certainly be worn without it. Has black buttons that hide under a placket up the front and a pocket on one side. Has long sleeves with button at cuff. There is a brand name sewn to the center back neck "J. G. Hook". No frayed stitching or bad places. This dress still never been worn. Skirt has small knife pleats below the elastic in the waist. Perfect year round dress.
