Once a paypal claim is closed can it be reopened?

I had a buyer submit a claim against me in Paypal. Paypal has ruled in my favor and closed the claim. I haven’t had many claims so was wondering if the buyer can reopen the claim if they don’t agree once Paypal has decided on it?

I’ve searched Paypal and only found you are not able to reopen a “dispute” but nothing about reopening a claim.

Does the buyer have any other recourse against this shipment or are they done since Paypal has ruled on it?

So I did end up getting the item back. So to do the right thing, I’ve been tring to refund the payment through Paypal. I keep getting an error stating “We can’t process any refund at this moment due to technical reasons. Please try again later”. Is this because of the Paypal ruling?

Try waiting a bit, but not sure about the ruling causing problems…but you can also just send the funds using their email..that option is in Send Money

It has been years since I had a claim filed against me, but as I recall once paypal closes it, the person cannot file again or reopen it.

That is correct. It cannot be reopened.

By the way, I wrote a letter to Paypal today to consider my claim on an exceptional basis, that PayPal, unfortunately, inadvertently creates opportunities for creating such fraudulent schemes, so that it makes it possible to open disputes only once. To be honest, reading the information that the complaint cannot be reopened, I thought that it was only a specific claim, which resulted from the dispute, and that by opening a new dispute I would be able to translate it into a new claim. The difficulties of translation are shorter.
