From Hasbro's Star Wars collection of figures, this is Qui-Gon Jinn (Naboo) from Episode 1.  Qui-Gon has a lightsaber and handle in the original, unopened package.  For ages 4+.  This item is #84113.

The figure can talk to others via the Commtech Chip that is included with each figure.  The Commtech reader is required and is sold separately.
