I have a customer that has made an offer on an item and needs it shipped to the uk. how do i calculate shipping cost?

After I calculate the cost, how do I send him an invoice that includes the shipping (I see the send invoice feature). Lastly, how and where do I purchase the international shipping label after he agrees to the invoice and pays?

ebay has that ability and i've been making a ton of sales by sending the potential buyer an offer. I wish I knew how to do that here, I'd prefer more sales to come from bonanza.
